My First 90 Days

If elected, Mark will use his first 90 days to become fully briefed on the municipality’s major files, ask informed questions, and bring forward practical proposals to Council where collective action is needed.

Mark’s focus will be transparency, responsible growth, taxpayer protection, sound long-term infrastructure planning, and practical cooperation for Strathroy-Caradoc.

Get fully briefed on the major files

Seek briefings through appropriate municipal channels with the Mayor, CAO, senior staff, and department heads on:

  • Water and wastewater capacity and planned upgrades.
  • Current capital projects, debt, reserves, and budget pressures.
  • Major planning applications, appeals, legal matters, and key deadlines.
  • Roads, drainage, recreation, public safety, and service-delivery pressures.

Deliverable A clear understanding of the municipality’s highest risks, upcoming decisions, financial commitments, and areas requiring early Council attention.

Seek clearer Council accountability

Ask Council to consider a regular, public, plain-language report identifying:

  • Major projects and their status.
  • Key decisions expected in the next 60 to 90 days.
  • Budget changes, cost pressures, and project risks.
  • Important planning, servicing, and infrastructure constraints.

Deliverable Residents should be able to see what Council is working on, what is changing, and where questions need to be asked early.

Review growth and infrastructure together

Ask Council to receive a clear review of whether water, wastewater, roads, drainage, and other municipal services are keeping pace with planned growth.

Deliverable Growth decisions should be linked to real servicing capacity, capital costs, practical alternatives, and a credible long-term plan—not treated as isolated planning decisions.

Strengthen taxpayer protection in procurement and spending

Review the municipality’s procurement policy, tender thresholds, exceptions, and reporting to Council on significant purchases. Where improvements are warranted, ask Council to consider clearer oversight and reporting requirements.

Deliverable A proposal for stronger oversight of significant spending, including documented reasons and transparent reporting whenever competitive tendering is not used.

Work toward practical dispute resolution

Seek an early briefing, through appropriate channels, on active municipal disputes, litigation, and inter-municipal issues, including their costs, risks, and lawful paths toward resolution. Where possible, encourage practical cooperation and fair settlement discussions that protect the public interest and reduce avoidable legal costs to taxpayers.

Deliverable A public-interest approach focused on fairness, cooperation, lawful resolution, and reducing unnecessary legal costs so taxpayer resources can be directed toward community priorities.
